Recreation Needs Assessment
Recreation in HRC plays a central role in enhancing quality of life, strengthening social connections, and fostering an appreciation of natural beauty. As a driver of community engagement and wellness, recreation supports HRC’s vision of being A Place Where Every Story Belongs. Whether through organized sports, outdoor activities, or multi-generational programs, access to recreation contributes to a vibrant, healthy, and resilient community. This study builds on the foundation of the HRC Strategic Plan 2025-30, which emphasized recreation as a top priority.

Housing Needs Assessment (HNA)
The HART group was engaged on behalf of HRC to prepare a Housing Needs Assessment (HNA) report for the municipality. This analysis provides important insights into the evolving housing landscape in Harvey Rural Community and the greater York Region and will be insightful in shaping our housing strategies moving forward to address both current and future needs. The community is expected to see the formation of 290 new households by 2031. Developers take note, these will primarily consist of smaller (1-2 person) households, with a decline in larger (3-4 person) households. The need for one-bedroom units is projected to grow, particularly for low-income households, aligning with similar trends across York County.

Rural Plans
A new Rural Plan will be developed over the next two years for the entire Rural Community. This process will involve public consultation and input. Until a new plan is passed, the exisiting plans for the formal LSDs are still in effect. Manners Sutton does not have a Rural Plan at this time.
